MSC Malaysia is the national ICT initiative spearheaded by the Malaysian Government to develop and promote the information and communications technology industry.

Steering the development of this initiative is the Multimedia Development Corporation (MDeC) a Government implementation agency driving the MSC Malaysia vision of an innovation led, knowledge rich and progressive society and nation. PIKOM is the National Information and Communications Technology (ICT) Association of Malaysia. Its membership currently stands over 1,000 members comprising companies involved in a whole spectrum of ICT products and services which commands 80 per cent of the total ICT trade in Malaysia.

Economic Transformation

Overview of ETP

Launched on 25 September, 2010, the Economic Transformation Programme (ETP) was formulated as part of Malaysia's National Transformation Programme. Its goal is to elevate the country to developed-nation status by 2020, targeting GNI per capita of US$15,000. This will be achieved by attracting US$444 billion in investments which will, in turn, create 3.3 million new jobs. 

The ETP's targets for 2020 will be achieved through the implementation of 12 National Key Economic Areas (NKEAs), representing economic sectors which account for significant contributions to GNI. The programme is also centred on raising Malaysia's competitiveness through the implementation of six Strategic Reform Initiatives (SRIs). The SRIs comprise policies which strengthen the country's commercial environment to ensure Malaysian companies are globally competitive. 


In arriving at the high-income threshold of US$15,000, the Government followed the World Bank’s threshold for a high-income economy of US$12,476 and factored in its published historical global inflation rate of 2% until 2020.


The ETP represents the catalyst for economic growth and investments needed for Malaysia to achieve high-income status by 2020. The Government's role in the ETP is that of facilitator, coordinating, tracking and monitoring the programme. While the Government will prioritise its policies and spending for the ETP, the bulk of investments, targeted at 92% by 2020, are to be financed by the private sector. The private sector, therefore, has been placed in the driver's seat in the implementation of the ETP

About Us

As part of the key initiatives to strengthen Malaysia’s position as a location of choice, MDeC facilitated the formation of the Finance Focus Group (FFG) in 2011 which is primarily industry driven. With the evolvement of the Industry the FFG also expanded to include the different verticals that were developing within the Business Services structure and hence the FFG became the GBS Focus Group in 2017. 

The GBS Focus Group comprises of various stakeholders i.e :- GBS companies, professional bodies (ICAEW, ACCA, CIMA, CPA) academia, GLC’s & Agencies (MDeC & TalentCorp) and the main objective of the Focus Group is to provide a common platform for Industry stakeholders to participate in;

  •  Roadmaps of the Industry are shared and influenced within the Malaysian context
  •  Sharing of Best Practises and Industry experience
  • The Industry voice is represented in relevant corridors of influence
  • Collaboration with the Government is formalized to support growth and hub premiership.

MDeC served as the Secretariat for the Focus Group till November 2014 which was then handed over to OM to continue for support and Secretariat functions. Currently the Focus Group boasts of more than 100 GBS companies across Malaysia and we strive to increase the reach and number of companies for the growth of the Industry.

What We Do

  • Engage in forums for best practices according to the needs of the GBS Industry
  • Develop and maintain a network for information sharing, ideas and solutions to issues
  • Identify and refer relevant topics for research in the interest group area
  • Engage with government agencies on needed support for current and future growth needs
  • Promote and create awareness in GBS models in the interest group area
  • Promote synergistic partnerships with other special interest groups or relevant external groups
  • Be the singular point of reference for matters related to the GBS industry in Malaysia
